Alejandro Guerra Manzanares is a post-doctoral associate, jointly hired by the Center for
Interacting
Urban Networks (CITIES) and the Center for Cybersecurity at NYU Abu Dhabi. Before joining NYU, he
was
a researcher at the Center for Digital Forensics and Cyber Security, Department of Software Science,
at Tallinn University of Technology (Estonia), where he obtained his Ph.D. degree in Information
Technology in 2022. His dissertation covered Android malware detection and IoT botnet detection
tasks
(https://l8.nu/tL9q). He has first authored +15 papers covering aspects such as concept drift,
cross-device behavioral challenges and active learning. He received a BA degree in criminology (cum
laude) from the Autonomous University of Barcelona (Spain) in 2013 and a BS degree in ICT
engineering
(cum laude) from the Polytechnic University of Catalonia (Spain) in 2017. In 2018, he received a
M.Sc.
in cybersecurity (cum laude) from Tallinn University of Technology.
MSc. Allard Dijk - Netherlands Defence Academy;
Allard Dijk received a B.S. degree in Electrical Engineering from Hogeschool Alkmaar in 2003 and an
M.S. degree in Software Engineering from the University of Amsterdam in 2010. From 2007 to 2016, he
worked as a hardware and software developer for the Dutch military and is currently pursuing his
Ph.D.
in Cybersecurity and AI. He started his involvement with Locked Shields as a defender of SCADA/ICS
systems in 2015. In 2016, he was appointed as an Assistant Professor with the Faculty of Military
Sciences of The Netherlands Defence Academy (NLDA)in Den Helder.

Arturs Mednis is a most known digital marketing expert in Latvia with over 20 years of experience in

Ms. Asta Mineike - EURid, Support and Operations Manager;
Asta Mineike currently serves as the Support and Operations Manager at EURid, the manager of the .eu
domain registry. She assumed this role almost two years ago, following several years as the Regional
Manager for Northern Europe. As Support and Operations Manager, Asta successfully implemented a data
validation procedure within the BizOps team. She leads a dedicated team responsible for data
validation, utilizing innovative tools to enhance data quality and strengthen the trustworthiness of
the .eu domain namespace.
Ms. Baiba Kaškina - CERT.LV, General Manager;
Baiba Kaškina is the General manager of CERT.LV - Latvian National and Governmental CSIRT (since
2011)
leading the dynamic work of the team and liaising with the constituencies. She has started the first
CERT team in Latvia in 2006 and since then has been involved in shaping the cyber security ecosystem
of Latvia as well as internationally. Baiba has been the chair of European CSIRTs collaboration
forum
TF-CSIRT from 2014-2019. She has received the Order of Three stars from the Republic of Latvia in
recognition of her contribution to establish and lead the Latvian cyber security environment.
Ms. Barbara Povše - .SI registry, ARNES, General manager;
Barbara Povše is the head of the Slovenian TLD Registry since 1997. Registry.si was one of the
founding members of CENTR, the big family of European (and wider) national registries. They were
helping to shape what today is ICANN (and still trying to do so).
In these many, many years the DNS Ecosystem became her home. It’s exciting for Barbara to work in a
constantly changing environment, with so many experts from a very different fields, still learning
new
things. In February 2020 CENTR colleagues of Barbara elected her as a Chair of the CENTR Board of
Directors.
Dr. Bernhards `BB` Blumbergs - CERT.LV, Lead cybersecurity expert;
Dr. Bernhards Blumbergs is a lead cyber-security expert at the Information Technology Security
Incident Response Institution of the Republic of Latvia (CERT.LV) and the former Technology
Researcher
at the NATO Cooperative Cyber Defence Centre of Excellence (NATO CCD COE) also the Ambassador of the
Centre since 2018. He is the creator and the technical director of the world’s largest and most
innovative full-spectrum offensive cyber operation exercise Crossed Swords. He is a certified
exploit
researcher and advanced penetration tester (GXPN), industrial cyber security professional (GICSP),
and
response and industrial defense expert (GRID). He has a solid military background, targeted at
developing, administering, and securing wide-area information systems.Dr. Blumbergs received his
Computer Science PhD degree in Cyber Security from Tallinn Technical University in 2019, with his
dissertation on specialized cyber red team responsive computer network operations. Currently, he is
doing a JSPS postdoc fellowship in Nara Institute of Science of Technology (Japan) with his research
focusing on information space awareness.
Mr. Chris Boehm - Global Field CISOs at SentinelOne, Director;
Chris Boehm is the Director of Global Field CISOs at SentinelOne. As a cybersecurity thought leader,
he drives strategy and works closely with some of the largest organizations in the world. Before
SentinelOne, he was a Senior Product Manager at Microsoft in the Azure Security engineering
division.
In his five years at Microsoft, he focused on driving product strategy and delivering strategic
customer enablement. Chris worked closely with the Microsoft Cyber Defense Operations Center (CDOC)
and Microsoft Threat Intelligence team (MSTIC) to work on research and enablement to create a more
intuitive investigation experience for Security Operations Centers.
Mr. Christopher Mondini - ICANN, Vice President, Stakeholder
Engagement,
Europe and Managing Director for Europe;
Chris Mondini is Vice President, Stakeholder Engagement, Europe and Managing Director for Europe,
stationed in the Brussels, Belgium office. In his role, Mondini oversees ICANN org’s operations in
the
region and leads ICANN org’s Global Business Engagement initiatives worldwide.
Christopher began his professional life as a United States diplomat and later became a corporate
investigator with Deloitte. He has investigated the world’s largest corporate corruption cases,
while
working with NGOs and business organizations on ways to mitigate corruption risks. He also led
grant-making teams for the Full Circle Fund, an engaged philanthropy organization addressing
economic
development challenges. Christopher holds degrees from Georgetown and Johns Hopkins Universities.
Throughout his career in Washington and Silicon Valley, he has dedicated his career to bridging

Christoffer Karsberg works as Coordinator for the National Coordination Centre for Cybersecurity

Ms. Daiva Tamulioniene - Cyber Defence department at the National Cyber
Security Center (NCSC) of Lithuania, Head of division;
Daiva Tamulioniene works at the National Cyber Security Center (NCSC)
under the Ministry of National Defence of Lithuania. As the Head of division at Cyber Defence
department, she is responsible for implementation and development of cyber security monitoring and
cyber attack detection and prevention measures in the national defence system, state information
resources and critical information infrastructures. Division also develops and administers the cyber
security information network platform. Prior to joining NCSC in 2022, Daiva has worked in the domain
name industry for more than 30 years as the manager of the .LT registry since its creation.
Mr. Daniel Pilkington - Foreign Commonwealth and Development Office
(UK), Regional Cyber Lead;
Dan is the UK's Regional Cyber Lead for the Nordic-Baltic region, based at the British Embassy in
Copenhagen. He has previous experience in cyber operations, policy, strategy and international
engagement.
Ms. Dana Ludviga - .LV registry (NIC.LV), Digital Project Manager;
Dana Ludviga holds a master's degree in computer science and has over a decade of experience in the
domain industry. She currently serves as the Digital Project Manager at NIC, the registry for .LV
domains. Dana contributes to the development to the domain industry as the co-chair of the Marketing
Working Group at the Council of European National Top-Level Domain Registries (CENTR). In this role,
she collaborates with industry leaders to develop marketing strategies and initiatives, with a keen
eye on domain name security. Before her current role, Dana was as a computer science researcher at
the
University of Latvia. Her work extended to diverse IT research and network development projects
funded
under the 7th framework of the European Union. Dana held leadership positions in various market
research teams.
Mr. Danielius Vargonas - Cyber security management department (CERT-LT)
of National Cyber Security Centre under THE MINISTRY OF NATIONAL DEFENCE Republic of Lithuania,
Computer systems engineer;
Danielius Vargonas worked with NATO shielding standards on EMI/RFI (TEMPEST) certifications. Then he
moved on to cyber and joined CERT-LT. At the moment he is in the roles of incident responder and
reverse engineer. Past two years Danielius has been also part of EU PESCO Cyber Rapid Reaction Team

Florian Pennings works for Microsoft as Director for EU cybersecurity policies. In this role he
leads
Microsoft’s effort regarding relevant cybersecurity policy development and cooperation, supporting
public policy development with transparency, inclusion and expertise in mind. Previous to this role,
he worked in public sector for EU institutions and national security agencies. He focuses on

Dr. Gundars Bergmanis-Korāts - NATO STRATCOM CoE, Principal scientist;
Holding a Ph.D. in signal and image processing, Dr. Gundars Bergmanis-Korāts works as a principal
scientist at the NATO Strategic Communications Centre of Excellence (StratCom COE). His research is
primarily focused on the evolving role of Artificial Intelligence (AI) in the landscape of
disinformation. Within the scope of his work, Dr. Bergmanis-Korāts is involved in numerous projects.
He utilizes his expertise in the practical application of AI within custom analytics tools, aiming

Mr. Heiki Sibul - Estonian Internet Foundation (.EE Registry), General
manager;
Mr. Heiki Sibul is the CEO of the Estonian Internet Foundation and has been in charge of organizing
the Estonian Internet Governance Forum called National Internet Day. Throughout his career Heiki
Sibul
has contributed to the development of the Estonian Internet. He has extensive experience in
organizing
Estonian elections – he held the position of the Chairman of the Estonian National Electoral
Committee
from 2000 to 2012. Moreover, Mr. Sibul was the leader of the Estonian Internet voting project from
2003 to 2012. He has also held different positions in the Estonian Parliament (Riigikogu), including

Mr. Heinrihs Skrodelis - Riga University of Technology, PhD student;
Heinrihs is a PhD candidate who is currently engaged in the development of an Intrusion Protection

Mr. Garisons is the State Secretary of the Ministry of Defence of the Republic of Latvia since

2015. As the State Secretary, he is the highest civil servant and has overall responsibility for the
defence planning, organization, personnel, resource management and finances of the whole realm of

Ministry of Defence. He provides the Minister with the advice for all decisions. He is an active

Jukka-Pekka Juutinen is responsible of operations of the National Cyber Security Centre Finland
(NCSC-FI) with the other directors. As his a special responsible areas are information security
phenomena and development. He is also responsible of the National Coordination Centre Finland which

placed in NCSC-FI. With 16 years of experience in working as public servant in the field of
electronic
communication, identification services and cybersecurity has given to him a good knowledge base to
analyze the level of the cybersecurity and preparedness as well as the development areas in

Mr. Kārlis Svilans - Incident Response team of CERT.LV;
Kārlis Svilans is a member of CERT.LV since 2020. He is a member of the Incident Response team, as
well as an active of the threat hunter, having taken part in multiple threat hunting operations to
this date. Kārlis is part of the CyberChess conference planning committee and has represented
CERT.LV
in several international events, among those: MeliCERTes Conference, NATO CCDCoE Crossed Swords
2022,
the 35th annual FIRST conference and others. An Australian born Latvian, Kārlis graduated with a
bachelors degree in Computer Science from Vrije Universiteit Amsterdam in 2020.

Ms. Katrīna Sataki - .LV registry, NIC.LV, Chief Executive Officer;
Katrina Sataki currently serves as the Chief Executive Officer of NIC.LV, the country code Top-Level
domain of Latvia managed by the Network Solutions Department of the Institute of Mathematics and
Computer Science, University of Latvia. Katrina has been involved with .LV since 1997 when she
helped
to develop the website and on-line registration form of the registry operator. She also has
participated in many meetings organised by European registry operators and has been an active
participant of the Country Code Names Supporting Organization (ccNSO) community and served as the
ccNSO Council chair from 2016-2021. Katrina holds a professional degree in Mathematics, a Master’s
degree in Computer Science and a Master’s degree in Law from the University of Latvia. She has
participated in several research projects, lectured law students on IT Law and IT students on law
and
internet governance related issues.
Mr. Lari Huttunen - Artic Security, Senior Solutions Specialist;
Lari Huttunen is a polyglot linguist with an avid interest in defensive cyber security. He’s been
working in the field since the late 1990s. At the beginning of his career he worked for the Finnish
police, but since 2007 he has been employed by the private sector (Codenomicon - Synopsys - Arctic
Security). Throughout his career, his main passion has been early warning. That is why he is heavily
involved in researching the impact of known vulnerabilities and exposures on a global scale, as well
as understanding cyber crime – but with a victim focus.
Ms. Laura Subačienė - Internet Service Centre at Kaunas University of

Laura has previous experience in counterintelligence and cyber security. She is interested in the

Mr. Lauri Tankler - Estonian Information System Authority, Head of R&D
Coordination;
Mr. Lauri Tankler is the head of Research and Development Coordination at the National Cybersecurity
Centre (part of the Estonian Information System Authority). A former journalist and teacher, he has
been focusing on cybersecurity for the last 5 years, analysing cyber incidents, raising awareness on
cyber threats and accelerating new ideas to boost the cyber-resilience in Estonia and Europe. He is
currently spearheading a new initiative to foster the Estonian and European cybersecurity research,
innovation and entrepreneurship through EU investments, collaboration on research, market incentives

Leo Trukšāns has 30 years of experience in IT projects, including Latvian Education Informatization

Rear Admiral Luciano Carosielli - Canadian Armed Forces, Chief of

Rear-Admiral Carosielli holds a Bachelor’s degree in Electrical Engineering from Concordia
University,
a Masters of Applied Science in Software Engineering from the Royal Military College in Kingston and
is a graduate of the Canadian Forces College Joint Command and Staff Programme and the National
Security Programme. In June 2022 Rear-Admiral Carosielli was appointed Chief of Staff for Assistant

Mr. Mārtiņš Kaļķis - Latvijas Mobilais telefons (LMT), Head of LMT
Cybersecurity Division, LMT Security Department;
Mārtiņš Kaļķis has worked in different roles at LMT Security Department while focusing on
technology,
security and resilience and currently is leading cybersecurity. He is an active member of
cybersecurity community locally and globally, member of several NGOs, provides his expertise in
cybersecurity governance legislation development. Recently he led the establishment of LMT’s
National
Guard subunit.
Mr. Mauno Pihelgas - Podium North (EE), Senior Systems Engineer; The
Netherlands Defence Academy (NL), Assistant professor;
Mauno Pihelgas has almost a decade of experience as a Technology Researcher at the NATO CCDCOE,
where
his area of expertise was monitoring, cyber security automation, data mining, and situational
awareness. In addition to various research endeavors, he has been closely involved with the
technical
development of CCDCOE's cybersecurity exercises Locked Shields and Crossed Swords. He obtained his
PhD
degree from Tallinn University of Technology (TalTech) in 2021. He is currently working as a Senior
Systems Engineer for a global group of companies at Podium North.
Mr. Mihails Potapovs - Ministry of Defence of the Republic of Latvia,
Head of the European Union Cybersecurity Affairs Section;
Mihails Potapovs is the Head of the European Union Cybersecurity Affairs Section at the Ministry of
Defence of the Republic of Latvia. With a Master’s degree in International Security from Sciences
Po,
Mihails has a comprehensive understanding of global threats and strategic challenges. He also serves
as Member of the Governing Board of the European Cybersecurity Competence Centre (ECCC) and Head of
the Latvian National Coordination Centre (NCC-LV) Secretariat. Prior to his current roles, Mihails
gained valuable experience in various capacities within the Ministry of Defence, Ministry of Foreign
Affairs, and the European Commission.
Mr. Patrick Hauss - CSC Corporate Domain, Regional Director;
Patrick Hauss is a CSC® regional director based in Paris. He is responsible for digital assets
management, cyber security, and online brand protection business development in France, Spain, and
the
Middle East. Patrick has held positions within major French companies including Bank and Telecom,
where he oversaw the technology contracts negotiation process and was responsible for data privacy
compliance, brand protection, and trademarks/domain names management. Patrick has a master’s degree
in
Intellectual Property and IT Law from the CEIPI in Strasbourg. He coauthored "Stratégies de nommage,
sélectionner et sécuriser ses noms de domaine sur Internet." He is also a member of CYBERLEX, the
INTA, the AIPPI and the IESAS (European Institute for Advanced Security & Safety).
Mr. Patrik Fältström - NETNOD, Head of Security;
Patrik has been working with the Internet since around 1980, and he has been focused on robust
communication. Creator of a few standards, including internationalized domain names (IDN), and long
term participant in the IETF and RIPE. Have been negotiating on behalf of Sweden in the ITU and been
the chair of SSAC within ICANN for 7 years. Last 10+ years at Netnod with a security and operational
focus, and last three years part time for the Swedish Armed Forces. 2023 he was team lead for the
Swedish/Icelandic team in Locked Shields, the Nato exercise hosted by CCDCOE in Tallinn, and the
team
did win.
Mr. Paweł Srokosz - CERT Polska / NASK, Security researcher and a
malware
analyst at CERT.PL;
Paweł Srokosz is a security researcher and a malware analyst at CERT.PL, constantly digging for fire
and doing reverse engineering of ransomware and botnet malware. Main developer of CERT.pl
open-source
projects for malware analysis automation: MWDB Core and Karton. Free-time spends on playing CTFs as
a
p4 team member.
Ms. Polina Malaja - CENTR, Policy Director;
Polina Malaja is the Policy Director at the Council of European National Top-Level Domain Registries
(CENTR), leading its policy work and liaising with governments, institutions and other organisations
in the internet ecosystem. She holds an LL.M in International Human Rights Law and Intellectual
Property Rights Law and is deeply interested in interactions between technology and fundamental
rights
and freedoms in the digital age. Before joining CENTR, Polina was responsible for the free and open
source software advocacy work at the Free Software Foundation Europe, together with leading the FSFE
legal team and coordinating the biggest network of legal experts in Free Software: the Legal
Network.
Mr. Rishi Maudhub - Team Internet Group, Director and Head of Global
Registry Services;
Rishi Maudhub has worked in the domain industry for over ten years, and he remains one of the
longest
serving members of the CentralNic Group. With over 15 years of post-qualified legal experience in
corporate contracts and cross-border disputes, Rishi has worked across all of CentralNic's business
divisions. From overseeing the successful applications of over 140 brand applicants in the 2012
ICANN
gTLD process, Rishi is now Head of Global Registry Services, and works closely with the Brand
Services
team to execute on strategic partnerships to help grow CentralNic's reputation as the predominant
force in registry and registrar services.

Ireland,
Director;
Richard A Browne is Director of the National Cyber Security Centre in Ireland, a role he has held
since 2021. He has previously held roles in the Prime Minister’s office and in digital and
telecommunications policy.
Mr. Rūdolfs Ķelle - CERT.LV, Incident responder; Tallinn University of
Technology; MSc in Cybersecurity;
Rudolfs is an incident responder who also delves into threat hunting and conducts research in
Industrial Automation and Control System (IACS) security at CERT.LV. He holds a Master's degree in
Cybersecurity from Tallinn University of Technology (Taltech).
Mr. Sascha Kämpf - .DE registry, DENIC, Product Manager;
Mr. Sascha Kämpf works as Product Manager for .de, the german registry, since 2001.
For the past 10 years he has been responsible for the .de registration system and information
services. As such he worked on the introduction of IDNs, one and two letter domains and DENIC´s rush
system for domain investors. Since 2014 Sascha Kämpf is also the chair of the CENTR Administrative
working group. The working group deals with processes and services related to daily interaction with
registrars, registration data quality management, channel management, design, introduction, redesign
and improvement of products and services and observation of trends within registries and in the
broader.
Ms. Svitlana Tkachenko - .UA registry, Hostmaster Ltd, Head of
Marketing;
Svitlana has been working for the ccTLD .UA for over 15 years in different capacities, starting as a
technical operator to a Board Member. All this time her main goal has been to ensure stability,
reliability, resilience of the ccTLD .UA. Svitlana has participated in policy development for .ua
and
in various technical projects. She is also the founder and organizer of the UADOM meeting, regional
meeting of the domain industry players, which attracts regional specialists and international DNS
experts.
Mr. Timo Võhmar - Estonian Internet Foundation (.EE Registry), Head of
Development;
Timo Võhmar is a laid back, cool and fun guy with "how can we improve that" type of mindset. He has
quite a few revolutionary and disruptive solutions under his belt like blind auction system for
releasing domains and the best electronic identification and authentication system in the world.
There
is no end of great ideas with this one.
Mr. Tomas Mackus - Internet Service Centre at Kaunas University of
Technology (.LT Registry / DOMREG.LT), General manager;
Over 20 years of experience in the internet domain name industry. Tomas has been actively involved
in
cyber security assurance of .LT registry and domain name system over the last decade.
Mr. Tomas Simonaitis - Internet Service Centre at Kaunas University of
Technology (.LT Registry / DOMREG.LT), Chief Technical Officer;
Tomas has been working in the DNS industry since 2007. Cyber security is one of the key interest
areas, where Tomas holds multiple certificates including GCFA, GNFA, GPYC and GREM.
Mr. Tun Hirt - Luxembourg House of Cybersecurity, Head of the
Luxembourg
National Coordination Centre (NCC-LU);
Tun Hirt works at Luxembourg House of Cybersecurity as Head of the National Cybersecurity
Coordination
Centre (NCC-LU). With his background in both International and Cyber Law, Tun works on strategic,
legal and economic aspects of cybersecurity. One of the main missions of the NCC-LU is to coordinate
European research, industry and education with the aim to up-level capacity building in Europe,
together with a Network of National Centres in all of the 27 EU Member States.
Mr. Varis Teivāns - CERT.LV, Deputy manager, Technical team leader;
Varis Teivāns works in the field of cyber security since 2006. He has played a major role in
development of the IT security infrastructure and a recovery plan for the Latvian presidency of the
EU. Varis has participated in planning, technical setup, and scenario development of several
hackfests, run technical workshops on IT security issues at the university as well as at the CERT.LV
organized events. Currently Varis is leading CERT.LV's technical incident response team.
Mr. Vaggelis Segredakis - ICS-FORTH, Chief Executive Officer;
Vaggelis Segredakis has been the CEO of the .GR registry ICS-FORTH for over seveenteen years.
Mr. Yevhen Bryksin - Computer Emergency Response Team
of Ukraine CERT-UA, Deputy Chief;
Yevhen Bryksin is Deputy Chief of the Computer Emergency Response Team of Ukraine (CERT-UA) which is
part of the State Service of Special Communications and Information Protection of Ukraine. Worked in
CERT-UA since 2014. Deputy Chief since 2020. The main tasks are the development and implementation
of
CERT-UA services and managing processes of incident investigation, computer forensics, and malware
analysis.
