He has worked in the domain and hosting industry since 2001, launching a web-hosting company that was later acquired and scaling NIC.UA into Ukraine’s largest registrar. He also helped develop the .biz.ua, .co.ua and .pp.ua second-level zones. Today, he is expanding NicNames internationally and developing an ICANN-aligned, decentralized RSP concept that uses blockchain as an underlying ledger for transparent registration history. Andriy is also a patent attorney and a national-record-holding competitive freediver in Ukraine and the United States. His interests include AI, Web3, automation and emerging technologies.

Baiba Kaškina is the General manager of CERT.LV - Latvian National and Governmental CSIRT (since 2011) leading the dynamic work of the team and liaising with the constituencies. She has started the first CERT team in Latvia in 2006 and since then has been involved in shaping the cyber security ecosystem of Latvia as well as internationally. Baiba has been the chair of European CSIRTs collaboration forum TF-CSIRT from 2014-2019. She has received the Order of Three stars from the Republic of Latvia in recognition of her contribution to establish and lead the Latvian cyber security environment.

Barbara Povše is the General Manager of Registry.si, the national Top-Level Domain Registry for Slovenia, since 1997. Registry.si was one of the founding members of CENTR, the European country code top-level domain association.

Barbara has been an active member of the DNS ecosystem for almost 30 years. She was the chair of CENTR's Board of Directors for 2 consecutive terms (20/21, 22/23), and chair of the Meeting Program Committee of the ccNSO at ICANN. Currently, she serves as a CENTR treasurer in the board and as a co-chair of the Steering Committee of the European TLD ISAC (Information Sharing and Analysis Centre). TLD ISAC brings together domain registry operators, security experts, and other stakeholders to share threat intelligence, identify emerging trends, and develop proactive measures to prevent and mitigate cyberattacks.

Barbara has also been active in the field of Internet Governance, attending SEEDig, EURoDig and organising different events to raise awareness on the national level.

"Dr. Bernhards `BB` Blumbergs is a lead cyber-security expert at the Cyber Incident Response Institution of the Republic of Latvia (CERT.LV) and the former Technology Researcher at the NATO Cooperative Cyber Defence Centre of Excellence (NATO CCD COE) also the Ambassador of the Centre since 2018. In 20204 he completed his postdoctoral research project at the Nara Institute of Science of Technology, in Japan, within the JSPS fellowship on the topic of cyber threat intelligence.

His primary focus is on Operational technology and Industrial automation and control system security. He has a long practical experience with technical red teaming operation execution and leading threat-hunting operations against national critical infrastructure. He is the creator of the world’s largest and most innovative full-spectrum offensive cyber operation exercise Crossed Swords. He is a certified exploit researcher and advanced penetration tester (GXPN), industrial cyber security professional (GICSP), and response and industrial defense expert (GRID). He has a solid military background, targeted at developing, administering, and securing wide-area information systems.

Dr. Blumbergs received his Computer Science Ph.D. degree in Cyber Security from Tallinn Technical University in 2019. His dissertation was on the development and execution of offensive cyber operations."

Dana Ludviga holds a MSc in Computer Science from the University of Latvia and works as the cybersecurity incident analyst at CERT.LV - Latvian national and govermental CSIRT. Dana is coordinating engagement with different stakeholders as well as representing CERT.LV at national and international events.

Before her current role, Dana was a project manager at the .LV registry NIC.LV where she contributed to the development of the domain industry with a keen eye on domain name security. As a computer science researcher at the University of Latvia her work extended to diverse IT research and network development projects funded under the 7th framework of the European Union.

Daniel Gillblad is Chief of AI at Recorded Future and a globally recognized leader at the intersection of artificial intelligence, strategy, and real‑world impact. He has shaped national and enterprise‑scale AI agendas as Director of the Chalmers AI Research Center, co‑Director of Scientific Vision at AI Sweden, and Head of AI at RISE. He is a trusted advisor to governments and boards and is a Fellow of the Royal Swedish Academy of Engineering Sciences. With a PhD in Computer Science and a track record spanning research leadership, digital transformation, and AI venture creation, Daniel brings rare depth in translating advanced AI into measurable business and societal value.

Major General (MGen) Dave Yarker joined the Canadian Forces in 1989, graduating from the Royal Military College of Canada in 1993.

He has been employed as staff in strategic communications planning and deployed as the Canadian J6 to both Kosovo and Afghanistan. He has had the honour of command at 2 Canadian Mechanised Brigade Group Headquarters and Signals Squadron, the Canadian Forces Network Operations Centre, and the Canadian Forces Information Operations Group.

Dr. Zedler is a security expert, public sector innovator, and policy leader with two decades of experience in national and international institutions spanning digitalization, security policy, counter-terrorism, crisis management and European legal affairs. Since 2026, she has served as the NATO Integrated Cyber Defence Centre (NICC) Civil Coordinator where she is responsible for partnering with NATO Allies, Industry and Academia to bolster NATO’s Cyber Defence. She is the Senior Leader overseeing the NICC Engagement Strategy, and acts a bridge between civil society actors and NATO cyber defence entities.

Ernesto Fernández Provecho is a Security Researcher at the Trellix Advanced Research Center, specializing in malware hunting and analysis. He has a proven track record of collaborating with law enforcement agencies on cybercrime and cyberterrorism investigations, as well as assisting organizations in neutralizing active malicious campaigns. Ernesto is a seasoned speaker who regularly presents his practical, technical research at industry conferences.

Helen Popp currently serves as the Ambassador at Large for Cyber Diplomacy at the Estonian Ministry of Foreign Affairs. Since joining the diplomatic service, she has dedicated the majority of her career to advancing Estonia’s cyber diplomacy and digital policy. From 2013 - 2016, she served as the Ministry’s first Cyber Coordinator, playing a pivotal role in shaping Estonia’s international cyber engagement. She was later appointed Cyber and Digital Policy Counsellor at the Estonian Embassy in Washington, D.C., where she represented Estonia’s interests in bilateral and multilateral digital policy discussions.

Most recently, she worked as a cyber policy expert within both the European External Action Service and the European Parliament, contributing to the development of EU-level cyber policy. Prior to specializing in cybersecurity, she served as Deputy Head of Mission at the Estonian Embassy in Tel Aviv, Israel, broadening her diplomatic expertise in the region.

Iveta works at the Institute of Mathematics and Computer Science of the University of Latvia as a Head of NIC.LV policy development and compliance group and is engaged in cybersecurity field as a Senior Lawyer at CERT.LV. Her knowledge of information technology law and policy development expertise has been instrumental in many successful projects as well as liaising with national institutions and other organisations with emphasis on technology and regulation interrelations. Iveta holds an LL.M. from the University of Latvia, where she specialised in Public International Law with a focus on Internet governance.

"Jaanus Kääp is an Estonian offensive security researcher, developer, trainer, and co-founder of ShellDot, where he helps build Tuoni, an adversary simulation and command-and-control framework for red teams and cyber exercises.

Before focusing primarily on ShellDot and Tuoni, Jaanus spent many years at Clarified Security, working on penetration testing, security research, and offensive security projects. He still regularly returns to penetration testing and vulnerability research for fun and profit.

His technical interests include Windows internals, endpoint security, red-team tradecraft, exploit development, virtualization security, and building tooling for realistic adversary simulation. Jaanus was included in Microsoft’s Most Valuable Security Researchers list for five consecutive years and has contributed to international security trainings, conferences, and exercises."

Jakob Truelsen is the CEO of the Danish registry, Punktum dk, which manages the .dk domain. Punktum dk’s strategy is to make .dk domains the safest places on the internet.

Kārlis Svilans joined the CERT.LV team in 2020. An Australia born Latvian, he is a senior expert at the incident response team. He has extensive experience in analyzing cyber incidents of various scales, participating in threat hunting operations, and proactive work on the prevention of potential cyber incidents. Involved in international events – he has spoken at several conferences and represented CERT.LV at the NATO CCDCoE-organized “Crossed Swords 2022,” as well as at NATO’s largest cyber defense exercise “Locked Shields 2024,” among others.

Katrina Sataki currently serves as the Chief Executive Officer of NIC.LV, the country code Top-Level domain of Latvia managed by the Network Solutions Department of the Institute of Mathematics and Computer Science, University of Latvia. Katrina has been involved with .LV since 1997 when she helped to develop the website and on-line registration form of the registry operator. She also has participated in many meetings organised by European registry operators and has been an active participant of the Country Code Names Supporting Organization (ccNSO) community and served as the ccNSO Council chair from 2016-2021. Katrina holds a professional degree in Mathematics, a Master’s degree in Computer Science and a Master’s degree in Law from the University of Latvia. She has participated in several research projects, lectured law students on IT Law and IT students on law and internet governance related issues.

Kerry Tomlinson is an award-winning cyber news reporter who works to help people stay smarter and safer online. She spent decades as a TV news reporter, often going undercover to investigate crimes, winning multiple Emmys and other local, regional and national journalism awards. Now she goes undercover in the digital world to expose cyber criminal tools and tactics. She has launched a number of new news programs, organizations and investigative units during her career, including a cyber news site called Ampyx News (pronounced am-pix). She is a certified security awareness professional, a popular speaker, and has received a SANS Difference Maker award for her work in informing people about cybersecurity.

She holds a Master's degree in Digital Forensics and several SANS certifications. Beyond incident response, Nadia is actively involved in the international cybersecurity community. She joined the FIRST Multi-Stakeholder Ransomware Special Interest Group (MSR-SIG) in 2022, co-developed the Ransomware Empowerment Training, and has served as Co-Chair of the MSR-SIG since 2024. She also teaches and delivers training courses on incident response, ransomware, and other cybersecurity topics.

An experienced law enforcement professional with 16 years of service in the State Police of Latvia, currently serving as a Liaison Officer at Europol. The role focuses on ensuring effective cooperation between the State Police of Latvia, Europol, and law enforcement authorities of other EU Member States. Responsibilities include supporting international police cooperation, facilitating information exchange, and contributing to the coordination of cross-border investigations and operational activities. Professional experience includes the investigation of serious, serial, and organised crime, with a particular focus on cybercrime. Patrick is the Data Analyst of CENTR. Patrick is responsible for data services, member surveys and the development and technical maintenance of the CENTRstats data platform.

Patrick Staubmann leads the Threat Analysis team at VMRay, where he focuses on malware research, threat intelligence, behavioral detection, and the evolving cyber threat landscape. Since joining VMRay in 2019 as a Threat Researcher, he has worked on in-depth malware analysis, signature- and behavior-based detection, and the development of configuration extractors. His broader research interests include low-level system security, exploitation, malware evasion techniques, and advanced analysis methodologies. In addition to his work at VMRay, Patrick is a university lecturer, teaching courses including network security and system exploitation. Patrik Fältström is Senior Security Consultant at Netnod and one of Sweden’s Internet pioneers. For more than four decades he has worked on the technologies, standards, and governance that underpin the global Internet.

Today he advises governments, critical infrastructure operators, and international organizations on Internet infrastructure, cybersecurity, resilience, and public policy, combining deep technical expertise with strategic leadership. He is internationally recognized for his contributions to Internationalized Domain Names (IDNs) and ENUM and was inducted into the Internet Hall of Fame.

Roelof Meijer is the CEO of SIDN, the registry of the Netherlands' country code top level domain .nl. He joined the organization in 2005, tasked to professionalize SIDN and strengthen its national and international position. Under his leadership, the .nl domain grew into one of the world's largest, safest and most succesful top level domains, while SIDN developed into a global industry leader, an innovative and professional organization with annual revenues of approximately EUR 25 million and a workforce of around 100 employees.

Mr. Rolands Henins is the Undersecretary of State – Policy Director of the Latvian Ministry of Defense.

In this capacity, Mr. Henins is shaping Latvia’s defense policy on both national and international stage, planning and coordinating Latvian National Armed Forces contribution to the international military operations, overseeing the defence planning of military capabilities and crisis management mechanisms. As Ministry of Defense has an integrated structure, he works for both Minister of Defense and Chief of Defense of Latvia. Since September 1, 2024, Mr. Henins also serves as the Director General of the National Cyber Security Centre.

He started his career in Ministry of Defense in autumn 2003 after finishing his research project for Latvian Institute of International Affairs. He spent seven years working in different positions at the Defense Planning Department, dealing with national defense planning and NATO and EU force planning. Next three years he spent in Latvian Delegation to NATO, in Brussels, being responsible for policy and defense planning issues. From 2013 to 2018 Mr. Rolands Henins was the Head of Defense Policy Department. His main responsibility was defining state defense policy in conjunction with NATO and EU policies. He was also responsible for bilateral cooperation with Allied and Partner countries and implementation of arms control obligations. From August 2018 to April 2022 he was stationed in Washington, DC as Defense Counsellor at the Embassy of the Republic of Latvia. Mr. Heniņš is a graduate of Vidzeme University College and University of Latvia with a Master’s degree in Political Science. He speaks Latvian, English and Russian.

Tomas Simonaitis is the chief technical officer of the the Internet Service Centre at Kaunas University of Technology (.LT Registry / DOMREG.LT), responsible for the registry of the .lt top level domain. He has been working in the DNS industry since 2007. Cyber security is one of the key interest areas, where Tomas holds multiple certificates including GCFA, GNFA, GPYC and GREM.

Varis Teivāns is a Cyber security expert with 17 years of experience and a strong technical background. He has played a major role in development of the national Cyber security infrastructure, world class incident response capability and full range of Security Operations Center (SOC) services provided by CERT.LV to the Latvian government and critical infrastructure holders. Varis has participated in planning, technical setup, and scenario development of multiple hackfests, large scale Cyber defense exercises and workshops on IT security issues at the CERT.LV organized events. Currently Varis is leading CERT.LV's technical team.
